From a family of stonemasons, he began carving stone at the early age of 11, working at the site of the Law Courts of Brussels.

He later apprenticed under sculptor Georges Houtstont, and took classes at the Académie Royale des Beaux-Arts in Brussels. In 1919 Rousseau was awarded a national order, the Order of the Crown. Over the course of a long and successful career he produced many public monuments and statues. One such piece is the Anglo-Belgian memorial sited at Victoria Embankment in London. This piece was a gift from Belgium as a mark of thanks for assistance given by the UK during World War One. He also collaborated with a number of architects including Victor Horta, one of the founders of the Art Nouveau movement. Height 39 cm, 15.5.
